My son's gets that way if the room temp is too chilly from a fan or a/c. Sometimes in the winter time if his door is closed and the room gets cooled off it will also freeze in what is called stalagmite formation. What size is the lamp? If the lamp is a 52 ounce globe, that calls for a 40 watt bulb, but you can put a 60 watt in, just until the wax is flowing again, but don't forget to change it back to the 40 watt or you will fry your wax. It's hard to tell from the pic what size globe it is. I don't think a blow dryer will do much at this point. That trick only works if there is a tiny bit of wax stuck all the way up at the type. Yours looks like it is just too cold in the room.
First thing, check to make sure the bulb is the proper wattage. There should be a label in the base stating the bulb to use. Second, it takes an hour or two for the wax to melt and the lamp to flow properly. If it is stuck like this after that amount of time you may need to try wrapping a towel around the globe to get the wax melted. Do not leave unattended because they can get too hot this way.
