Changing the header image

I used to have no problem changing it, even incorporated our beloved OG banner. Now, I'm having issues with changing it to a new one, uploading pics & sending private messages. I've talked to Weebs about my IE browser, but even Firefox is giving me issues. I think my WebRoot is to blame. Any help will be appreciated, guys!
