Try this, fill 3/4 full with distilled water add a surfactant (miracle bubbles)

run the lamp until  the wax is melted and ready to flow, add propylene glycol in small amounts until the wax flows.  You will probably need to top off with more distilled water and possibly adjust with the glycol again.

I use "fog juice" that is made for fog machines.  It is a propylene glycol and water mixture.

Of course it's possible that the wax is shot.
