I know. It will look great with a refill though, and that's pretty easy and cheap to do!
A lot of times, they don't know any better. Old vintage glitter can be a crap shoot in terms of it working. I had a great vintage glitter that worked fine and then about 1.5 years in, the glitter started disintegrating. So, it was fine for 30+ years and then goes to crap on ME! LOL
It might be. The fluid could be dead. It happens sometimes, unfortunately. :( Is it re-wired for the US?
Some of the glitter "dies" sometimes. Have you tried different bulbs - maybe it's not hot enough.
