I was curious so just had another look, and yes you are right. it does have a small toggle switch on the central dome to stop the colour wheel turning.

You know, i have had it for about 3 years and never even looked.
it is a beautiful lamp, real glass fibres and thousands of them.
it is an Italian lamp, cant remember the manufacturer.
