Trying to convert a Nova lava lamp from the UK. The lamp uses a 30w r39 ses bulb. Is a US R39W E17 30w bulb the proper size? All I should have to do is replace the cord and bulb on the lamp correct?

Hello,
No need to change the cord (wire is wire and you'll be running it on US 110 volt, not UK 240 volt.)
All you need to do is swop the UK 240 volt bulb for an equivalent wattage of the right connection type in a US 110 volt version.
E17 (or intermediate Edison screw) is a US specific size (17mm diameter socket) whereas in the UK and Europe, they tend to use the small Edison screw or E14 (14mm diameter socket) so make sure which type of socket you've got as the larger bulb may not fit if the lamp was UK spec, but you may be able to change the bulb holder to a US version.
And of course change the plug on the end of the cord to a US plug (making sure it's a plug with an earth pin, if the lamp requires it.)

UK bulbs are generally either GU10 style or E14 Base style (smaller than USA E17)
You can do a couple of things
1) buy an appropriate wattage 120Volt E14 base and use a UK to USA adapter on the end of the cord
OR
2) Completly change the socket and cord to USA standards (Devalues the lamp in my opinion)
OR
3) keep it original and use a properly rated stepdown transformer
