Odd bottle cap?

Hello all. I picked up an orange glitter wizard from ebay and when setting up the lamp I noticed this odd bottle cap and white seal. none of my lamps use this and I can't find any information online, if anyone knows what type of cap this is or anything about this globe I would love to know! thank you :)

It looks to me like a Chinese bottle on a wizard base.
