Quick question on a MED

I just got a MED and at the base of the glass globe, there is a thin layer of what looks like blue felt, or blue cloth tape. its not on the bottom of the lamp but around the botton part of the glass. is it saposed to be there? to protect it from melting with the metal base?? please advise
