Haven't seen this base before, but have seen the same lamp with a brass-colored pedestal. Every Chinese imports shop in the 80s and 90s had these. The only Chinese fiber lamps I like are the ones with flowers.

I find interesting uses, too, for the fiber-optic-flowers lamps:
Motor, light and color wheel go to all sorts of oddball projects.
Fiber flowers might go to another "Fiber-optic Midnight Planter" if I get another scuffed-up Enchantress Planter base
The music box is a nice thing to give to any friends with kids
