Dr Who set.
The set designer was Derek Dodd, who died in 2018, when these photos came to light. The colour photos sold at auction for over £5000. You can see more of his groovy 1966 set designs at the site below:

well its Dr Who Patrick Troughton, he started his run of series in 1966, from what i can find its from a lost series called " The power of the daleks" and was show Dec 1966
