Yes, pretty sure it's French. Have seen similar lamps including one with green fluid and silver flakes.

Does it have a European cable and plug?

Maybe, possibly a Cristel branded lamp. Just a guess.

I think these are French. Can't think of the maker. Nice glitter in this example.
