Mine arrived last week from Germany

I see low glittr though

Put a 40 watt with inline dimmer and still not fast movement even cranked up all the way

These lamps are later than Sputik for sure. I have one version in Lava and it is marked 1987. I am sure they were made for a bigger window of time but they are definitely not of the 50s-60s era. In the past several years I have picked up (and since flipped) five of these fun eastern block lamps.

Don't think these are Sputnik era. Sputnik was 1957, no? Maybe a later commemorative, 77 or 87? The first fast glitters (that I know of) appeared in the very early 1970s.

Likely 1970s, USSR. There are three or four different forms of these, all with three metal rods connecting the cap to the base and with the light bulb accessible from the bottom (my guess is that they were trying to prevent users from trying to get at the contents). One version, with vertical rods, a black or brown base and three pointed legs also came with a lava fill-- white lava, clear liquid, with multi-colors under the globe like glitters typically have.

These USSR lamps are uncommon and cool.

Yes it is a real lamp....glitter though. These are Russian (I believe). They pop up pretty frequently on ebay out of Europe. Kinda ugly...but kinda cool too.
