This is actually all of it, the base is very short. This was in the collection of Karoll, a Frenchman who collected French glitter lamps. He was active here in the late 90s, and he introduced me to both European glitter lamps and to French boilers. He dropped out, sold several pieces to people on OG, and I've no idea where he went. I've never seen another of these. Pretty sure the eyes, nose and mouth are felt. I've also seen a boiler with a felt collar and face, and a conical paper hat with a gold foil moon and star and a yarn trim, making it into a wizard.
