2 Vintage Lamps on Ebay-empty

I was watching these lamps when they were listed last week.  The seller started the bid at $40 and no one bid.  So I messaged the seller offering $30.  They declined and relisted for $40 buy it now.  I'm just wondering about these lamps.  I rarely see these-what are they?  Are they worth $20 a piece even though they are in bad shape and EMPTY?!
