Cleaning up a Stardust Glitter

I was lucky enough to win this Stardust Glitter in a Buy It Now auction on eBay last week for $50.  It's my first glitter and I really like it.

It does have some tarnish or rust on the base and the cap is speckled or pot-marked.  Any suggestions for cleaning this beauty up?  Thanks in advance.

If that's paint over metal, I don't know what to tell you. If it's tarnished metal, try Simichrome polish. However, if you get the polish on the inside of the lamp, I don't know how you'd clean it out.
