So I would really like to fill this guy up a little bit. My only concern is that a few fellow goo heads in the past advised against doing so because of the age and fairly toxic nature of the formula in the Gem Lites. Is it safe to assume that it would be best left alone, or could I add some liquid either mixed or from a doner lamp to fill this up a bit?

I think it's risky since various lamps used different solvents and mixing isn't a safe idea.
The GemLamp is so incredibly rare that I'd leave it as-is, personally. But hey, if ya can't stand to look at that lower liquid, you can always send 'er over here *grin* I won't mind.
Good. I hope you do keep it as it is. Again, if you're ever really irked by that fluid level, I'm one of MANY on here who wouldn't be... Just sayin'...
Seriously: The GemLamp is a hyper rare lamp. Only about three known. Probably made in the 1979-1982 period. And one of my dream finds, since I love the GemLites and especially the Confetti model. A kid I knew in 5th grade said his grandma had two of 'em. I'm sure I'm not the only one here who wants a GemLamp. The British Crestworth Mark I and Mark II table lamp Glitterlites are actually a bit less rare, though you'll only find 'em in the UK; there were also a few French glitters with a lamp on top, mostly in rectangular cases.
Also, the shade on yours is either original or extremely close.
