One last thing, if you dont have a votive candle, you can stack one tealight candle on top of another to raise the flame.

By looking at the pics, it looks as though you are using tealight candles. You need to use votive candles. Votives are about 2x the height as a tealight candle. You need to get the flame a little closer to the bottom of the bottle.
