PS - Are Propylene Glycol & Ethylene Glycol...Basically the same?? Can either be used for the "HOLY WATER?"

Propylene glycol is a bit lightier than ethylene glycol which is TOXIC and DANGEROUS.

PS. It took 10 seconds on Wikipedia.

Use propylene glycol

 it's safer and easily available
