What exactly do I have here?

I *think*, based on google searches, that this is what they call a decorator. But it doesn't match up exactly with any of the descriptions of those that I've seen. Any insight on what exactly this one is? Is it rare? Is it awesome? Do tell. Thanks in advance.

That's what I thought too, but the inside of the lid is the same uniform color and has what appears to be the original sticker on it still. It really doesn't look like a paint job up close.
